I think it's the expression. It looks a little like Kamineko's from Azumanga Daioh. To me, it screams, "I'm cute but I could eat/bite you."

Yep, it's an anime about a bunch of high school girls. It's really random and cute, and there's no distinct plotline. It just follows their friendship and their cool teachers.
